Location:

 

DC area strongly preferred as one (1) day per week will be required at government facilities in Alexandria, Virginia.

Overview:

 

This person will work independently in collaboration with a small team to maintain and update GIS data schemas for DoD installation management to ensure they meet overall DoD and Services business and management requirements and to improve interoperability with other GIS, DoD Business Systems (such as real property and utilities sustainment management), and industry data standards. This position will involve reviewing and analyzing geospatial data schemas and standards/guidance and developing recommendations for improvements to schemas and standards. This person will brief these recommendations to working groups and will work with SMEs and stakeholders to ensure their requirements are recorded and met. This position will also involve supporting stakeholders as they migrate their data from one GIS schema to an updated version. Additional duties include reviewing and updating guidance documents, a weekly community newsletter, testing beta versions of custom modeling tools, and occasional travel to industry conferences or for stakeholder support.

Duties:

 

This person will analyze GIS database schemas, in particular the Spatial Data Standards for Infrastructure and Environment (SDSFIE) Vector standard and affiliated adaptations, and will develop guidance and schema changes that ensure interoperability with other data schemas such as RPCS Property Categorization System (RPCS) and the enterprise Sustainment Management System (eSMS). This person will update the SDSFIE-V to RPCS crosswalk annually, report on any major changes, and follow up on any modeling questions arising from these updates. Additionally, this person will support GIS schema modeling for utilities and infrastructure (PAVER, BUILDER, etc.) in order to ensure interoperability with eSMS and other DoD or industry standards. This person will work with Component representatives and SMEs to update and improve the SDSFIE Vector schema and to develop future versions of SDSFIE-V. This person will also create materials for and facilitate working group meetings as needed to develop schema changes and to better understand community requirements for GIS data.

This person will assist the SDSFIE PM in developing Component adaptations of the SDSFIE-V Gold schema as needed, and will provide migration support for Components moving between schema versions as needed. This person will support the SDSFIE Team in testing models and tools, will attend working group meetings to stay informed on model, guidance, and tool changes, and will provide working group briefings as required. Additionally, this person will write and review SDSFIE guidance and documentation as needed. Other duties include updating and sending a weekly community newsletter that includes upcoming meeting dates, outstanding tasks, and due dates. Occasional travel to industry conferences and for Component support may be required.

Requirements:

 

– Skills required include familiarity with GIS schemas, data and schema modeling, GIS applications and usage, requirements gathering, presenting at and facilitating meetings, and SME interaction.
– Must have an active DoD Secret clearance.
– Must have strong analytical, communication and Excel skills.

Preferred Skills:

 

– SDSFIE familiarity (Standards, Tools, and Portal)
– RPCS familiarity, eSMS familiarity, and experience with ArcGIS Pro and ArcGIS Portal
– Attention to detail, and ability to work independently are essential.

Qualifications:

 

– Bachelor’s degree in Geography, GIS, or related field preferred
– Minimum of 5 years of experience working as a GIS Analyst or similar role
– Proficiency in database management systems for storing and retrieving spatial data
