Labor Category Description
Project Manager Minimum/General Experience: At least ten years of experience of progressive accomplishment managing and implementing large, complex information technology systems.
Functional Description: Experienced in advising senior executives on effective utilization of information technology systems and reengineering to meet business objectives. This individual may work in conjunction with a Center of Competency such as: Capacity Planning or they may work independently directly with senior customer executives as consultants. Plans, coordinates, and manages all aspects of complex information technology projects. Prepares and presents status on project schedule, project costs, project deliverables, project risks, and risk containment strategies.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Senior Interoperability Engineer Minimum/General Experience: At least ten years of progressive accomplishment as experts in large and complex information technology systems implementation.
Functional Description: Expertise is applied across multiple information technology platforms and the integration of diverse architectures.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Interoperability Engineer Minimum/General Experience: This level of personnel generally has at least five years of professional experience in specialized areas of large customer applications.
Functional Description: Provides expertise in the areas of system architecture, system design, systems engineering techniques, and systems management processes with a focus on system boundaries and interoperability. Analyzes and recommends standards and specifications capable of meeting systems requirements. A deep understanding of architecture, techniques and management processes across a broad spectrum of systems, applications and requirements.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Consultant Minimum/General Experience: This level of personnel generally has at least five years of professional experience in their field of expertise.
Functional Description: Guides the assessment of IT system objectives and concept of operations. Guides identification of top level system requirements. Prepares high level system architecture in terms of hardware, software, database and telecommunications components. Develops IT strategies and plans. Generally regarded as an expert in their particular discipline or technology.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Senior Architect Minimum/General Experience: This level of personnel generally has at least ten years of professional experience in their field of expertise.
Functional Description: A deep understanding of architecture, techniques and management processes across a broad spectrum of systems, applications and requirements.

Subject Matter Expert Minimum/General Experience: This level of personnel generally has at least five years of professional experience in their field of expertise.
Functional Description: Expert in single or multiple technical disciplines. Provides Expert guidance and insight into specific technologies and their application and independently performs a variety of system design and integration tasks where a specific subject matter expertise is necessary.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Senior Analyst Minimum/General Experience: This level of personnel generally has at least four years of professional experience in their field of expertise.
Functional Description: Analyzes users requirements, concept of operations documents, and high level system architecture to develop system requirements specifications. Develops detailed system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Develops system configuration documentation, including detailed designs for capacity planning, security systems and disaster recovery.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
GIS Specialist Minimum/General Experience: This level of personnel generally has at least two years of professional experience in their field of expertise
Functional Description: Performs software development directly related to GIS, including basic design and unit test documentation. Must be familiar with at least one major GIS package and the application programming interface associated with that package. Must be capable of analyzing information requirements. Evaluates system problems of workflow, organization, and planning. Develops appropriate corrective action.
Minimum Education: Bachelor's degree in appropriate scientific or engineering discipline.
Senior Software Engineer Minimum/General Experience: This level of personnel generally has at least five years of professional experience in their field of expertise.

Software Engineer Minimum/General Experience: This level of personnel generally has at least two years of professional experience in their field of expertise.
Functional Description: Basic knowledge of the labor category field and the ability to work with some supervision. Performs software development, including basic design and unit test documentation. Must be capable of analyzing information requirements. Evaluates system problems of workflow, organization, and planning. Develops appropriate corrective action.

Test Engineer Minimum/General Experience: This level of personnel generally at least one year of professional experience in their field of expertise.
Functional Description: Performs software development and testing. Reviews and analyzes system specifications. Prepares programming specifications. Analyzes existing systems/subsystems for reusability and needed changes. Prepares design plans and written analyses. Prepares unit and test scripts. Prepares documentation.
Minimum Education: Associate's Degree or equivalent in an associated discipline.
